The 2010 Chinese Rule of Law Blue Book released on February 25, 2010, by the Chinese Academy of Social Sciences reveals that the number of criminal cases increased in 2009. The number of serious violent criminal cases, such as homicide, robbery, and rape, increased by a large margin in 2009. 5.3million criminal cases were received in 2009, 10% more than cases received in 2008.This is the first time since 2001 that China’s violent crime rate has increased. More robbery cases were gun-related. Vicious killings among family members and revenge-on-society murders are especially evident among homicide cases. Incitement to murder has occurred more often.
Many factories have closed down in China, creating high rates of unemployment among migrant workers. Without work or unemployment benefits, migrant workers can only live for about a month before they have to start thinking of a way out. Although there are no statistics showing what percentage of crimes is committed by migrants, many are concerned that migrant workers will turn to crime, as migrant workers remain among the most vulnerable in urban China.
The Blue Book predicts that the public security situation will remain rather serious in 2010.

经济危机下，上升的不仅有失业率，还有犯罪率。中国社科院今天发布的2010年《法治蓝皮书》显示，2009年中国犯罪数量打破了2000年以来一直保持的平稳态势，出现大幅增长。其中，暴力犯罪、财产犯罪等案件大量增加。
据蓝皮书，2009年1到10月，中国刑事案件立案数和治安案件发现受理数大幅增长，刑事案件数增幅在10%以上，治安案件数增幅达20%左右，全年刑事立案数达到530万件，治安案件数达到990万件。
经济环境转差使得犯罪分子性情更为暴烈。蓝皮书指出，杀人、抢劫、强奸等严重暴力犯罪案件在2009年出现了较大幅度的增长。这是2001年以来，中国暴力犯罪的首次增长。此前近十年间，中国的暴力犯罪一直呈下降态势，且下降幅度较为明显。
在故意杀人案件中，家庭成员间的恶性伦理杀人案件、报复社会的重大恶性杀人案件、精神病患者实施的恶性杀人案件比较突出，雇凶杀人现象时有发生。一些地方还出现了犯罪团伙或矿工杀害智障者伪造矿难实施敲诈的案件。
抢劫犯罪数量不仅有所增长，而且涉枪现象突出，大都还伴随着劫持人质、杀害被害人等行为。2002年以来，随着银行防范工作的加强，中国抢劫银行营业网点、运钞车的案件大幅减少。但2009年，北京科技大学学生黎立抢劫银行的大案震惊全国。
蓝皮书预测，2010年中国的社会治安形势仍然会比较严峻。由于社会还没有完全走出金融危机阴影，一些群体就业困难，贫富差距加大，相对贫困人口增加，加上各种社会矛盾引发的各种群体性事件多发，维稳压力并不会减轻。
蓝皮书撰写者认为，今年，中国的暴力犯罪、侵犯财产犯罪、经济犯罪仍会维持高发态势。经济危机和宽松的财政政策与货币政策可能会为有潜在犯罪动机的犯罪人提供更多的机会，其中集资诈骗、非法吸收公众存款等涉众型经济犯罪料将持续增长。
